In c:\Users\\Documents\Euro Truck Simulator 2\ there is a text file config.cfg. Find there a line: uset g_trackir "1" -- set it to "0". Now go inside a directory: profiles. There are profiles directories. Go inside. There is a text file: control.sii. Find there "mix trackiron `1`". Set it to `0`.

Re: Cannot move interior camera on both ETS2 and ATS. That is the well known issue which affected by some kind of tracking software installed at your PC. Most is Opentrack one. You should make some tricks to resolve that. First: edit your config.cfg file in ETS2 user folder and set "0" instead of "1" in corresponding string (uset g_trackir "1").
